Russia to close German Consulate General in St. Petersburg and the German Goethe-Institut cultural centers

Moscow is halting the operations of the German Consulate General in St. Petersburg and the Goethe-Institut centers in Russia in response to the closure of the Russian Consulate General in Bonn and the Russian House in Berlin, the Russian Foreign Ministry announced on Monday.

The consulate must cease operations by September 18, and all its staff members must leave Russia by that date. The Goethe-Institut centers and their staff have been given until September 13.

It is noted that German authorities were the ones who once again provoked a new round of escalation in bilateral relations.

Full responsibility for the consequences lies entirely with the German government, the Russian Foreign Ministry stated.

Germany had previously decided to halt the operations of the Russian House and close its consulate in Bonn in response to an incident involving an explosives-laden drone found at Leipzig Airport—an incident for which Berlin held Moscow responsible.

Following this, Russian Foreign Minister Sergey Lavrov announced that Russia would close the cultural centers of the German Goethe-Institut. He did not mention the closure of any consulates.

  1. Germany is fully responsible to the new spiral of escalation in relations with Russia, the Russian Foreign Ministry said.

German Charge d’ Affaires in Moscow Bernd Finke was notified that in response to Berlin’s unfriendly actions, Russia is closing Goethe cultural centers and the consulate general in St. Petersburg.

"It was stated that it was the German government that provoked another round of escalation in bilateral relations. The German government bears full and complete responsibility for the consequences," the ministry emphasized.

  2. In a tit-for-tat move, Russia on Monday announced retaliatory measures against the German Consulate General in St. Petersburg and Germany’s Goethe-Institut centers in Russia.

As Russia withdrew its consent for the operations of the consulate, it must cease its activities on no later than Sept. 18, and all consular staff must leave Russia by the same date, said a Foreign Ministry statement.

Germany’s Goethe-Institut cultural centers in Russia must also cease their activities, with seconded staff ordered to leave the country no later than Sept. 13, it said.

The move followed Berlin’s closure of the Russian Consulate General in Bonn and the Russian House of Science and Culture in Berlin, the ministry said
